Angling Trust Teams up with RSPB, WWF and Others to Influence Water Bill

The Angling Trust has worked closely with the RSPB, WWF and the Chartered Institute of Water and Environmental Management to try and get amendments to the Water Bill as it passes through the Houses of Parliament.

2 points were stressed to the Committee

• A cornerstone of any future resilient water system in this country has to include demand management front and centre of its plans. Therefore we are calling for water companies, wherever they are located, when supported by customers, to introduce water meters where there are clear social benefits in doing so (as part of a package including water efficiency measures and social tariffs that protect the most vulnerable). There was strong support for this approach expressed at the Second Reading debate, not least from the Environment Secretary. The current successful roll out of universal metering by Southern Water has demonstrated customer support for a programme that is cutting bills and saving water.

• Putting sustainability at the heart of Ofwat alongside the relatively narrow definitions for the new resilience duties set out in the Bill is paramount in the light of the increased powers Ofwat gain in the move of the abstraction regime into the price review process and in governing upstream competition. Without a specific sustainability duty there is a real danger that resilience in the industry could be delivered at the expense of the environment considerations rather than alongside them.
